I know someone made a touch to mouse emulator  (Touch Punch) for jquery ui

The library can work on touch devices except the drag-drop feature. To enable the drag and drop feature on touch devices, please download the updated draggable plugin from http://www.jeasyui.com/easyui/plugins/jquery.draggable.js.
